Tempe filled in during the 1960s and 70s, and the block walls went up along with the houses. Fifty years later, a lot of them are reaching the point where they need some attention. That is normal. It does not mean anyone neglected anything.
The better news is that most of these walls are worth saving. A wall that has cracked in one spot, with solid ground under it, can be repaired so well that you have to look for the seam. We will tell you honestly which kind you have.

Ground in the Valley moves as it takes on and loses moisture, and eventually the wall shows it.
Today
With solid ground underneath, a wall can be fixed in place and matched closely enough that the repair does not stand out.
Most walls and fences in Tempe can be repaired, and repair is almost always the cheaper answer, so that is where we start.
Some cannot. If the ground under a wall has moved, restacking the block without dealing with what is underneath means the same lean comes back. When that is the situation, we say so, because a repair that fails twice costs more than doing it properly once.
Fences work the same way. If one post has shifted, we reset that post. If most of the line is loose at the bottom, rebuilding it is the better spend. Either way you will see what we see before you decide anything.

These are general comparisons for the East Valley, not guarantees. How long any fence lasts depends more on how the posts and foundation went in than on the material on top of them.
Block wall first, then vinyl or wood. Block costs the most up front and asks the least of you afterward.
Wrought iron. It marks the boundary without closing off the yard, and it is the usual choice around a pool.
Chain link for a yard, dog run or rental. Repairable a section at a time, which keeps it cheap for years.

Fencing in Guadalupe →The gray block used for almost every wall in the Valley is concrete block. It is stacked in rows, bonded with mortar, reinforced with steel and concrete inside, and set on a concrete foundation. It does not rot and never needs painting, which is why the Valley builds with it.
Almost always the ground underneath. Soil here expands and shrinks as it takes on and loses moisture, the foundation shifts, and the wall above follows it. That is why a good repair starts below the wall. Put the block back without addressing what moved and the lean comes back.
It depends on how much fence is involved, how tall it is, the condition of what is holding it up, whether a gate is part of the job, and the material you choose. The estimate is free, so the fastest way to a real number is to have someone come look at it.
Two sets of rules. The state sets pool barrier requirements for anything enclosing a pool. Everything else comes from your city, and in Tempe that covers how tall a fence can be in the front yard versus the back, when a permit is needed, and what is allowed on corner lots.
